Academy won't trigger a delay they don't have anything to do with it. It will just be notated when they bring up your name in the academy system that you have an open transaction for lack of better terms. Nics delay and academy are completely separate like toll booths and a car dealer

Academy still won't transfer the firearm even after a 30 day delay. They won't transfer the firearm unless they get a proceed. The ONLY thing that Academy will do after 30 days is to run it again. They won't even call to ask someone to look into the delay.

Go somewhere else and buy what you want. The other store will run your NICS and it's very likely it will proceed.

No. I have been offered the paperwork. Unfortunately from my understanding if you get a PIN then the GOV keeps tabs on how many guns you buy. No I am not a GOB conspiracy guy but...I dont do not like the idea of the GOB knowing more about me.

I don't believe that this is the case. From what I understand, the UPIN does is to show that the FBI has looked at your file and confirmed that as of the date of the UPIN, you have nothing in your past that disqualifies you. It in effect will cause future NICS checks to ignore everything from prior to the date of the issuance of the UPIN. I was told this by a supervisor with NICS customer service when I specifically asked if the UPIN allows tracking of how many firearms one buys.

I would think having been approved for a license to carry would be the same thing.

There is a standard for a state's carry license to act as a bypass for NICS. Our state's SDA license used to qualify as a bypass, but when we went to 5 and 10 year renewals, we removed ourselves from that list. I understand that if we went back to 4 year renewals, our SDA licenses would meet the standard.
