Before we all burn up the phone lines, it is important to note that HB2522 has been scheduled for conference committee tomorrow.

Now why would we schedule HB2522 for conference committee tomorrow if we were planning on passing SB1733 today. Since the conference committee meets between 8:00am and 10:00 am, and the Senate session starts at 9:30 I don't know that SB1733 will be heard tomorrow either.

I do think that there may be some things at work of which we are not aware going on though.

I would say wait and see what happens with HB2522 before we go having knee jerk reactions.

Agreed. Call Senator Russell and ask his intentions with 2522 at this point.

My question would be since SB1733 is much better than HB2522 is in its current state and with Russel on the committee who is sure to jam it up with silly crap... why not go ahead and pass SB1733 and let HB2522 die in committee?

In their defense, they are working more than the 1.5 hours they were on the senate floor. They're in committee meetings, subcommittee meetings, and meeting with constituents during the other hours of the day. Having spent a little time at the capital, it's surprising all the stuff that's ongoing in the background.

Could they make 2522 constitutional carry in conference committee? If they did and passed it does it go straight to the governor?

They could do whatever they wanted to with it in conference committee. After conference though, it has to be passed by both chambers in full session before it could go to the governor. It does skip the committee in each house though since they worked together to bring it to the floor.

Yes. It would be an amendment that would have to be voted on in the house and senate first I think.
I think Russell played this chess game well actually. Hes got this right where he wants it. They wanted the reciprocal bill to go through first with 2 vehicles standing ready to use in different ways depending on how the reciprical bill turned out.
They will go for CC now.
Thats the way I see it. These guys know how serious this is I think and they know how to play the game.

This is what I heard Russell say on the radio a week or so ago when the Senate voted on HB2522. That in order to keep the conversation going, sometimes you have to take a step backwards in order to move it forward.

Yes, I saw it when it happened. I knew Russell wasnt trying to screw us.
