That was because of beach reclamation. The local residents aren’t happy their pier is no longer usable.
If the pier doesn't reach the sea perhaps, eventually, the sea will reach the pier.
aliens are sucking up all our water and teleporting it to their planet.

If a 'pier' does not reach out over the water, it is no longer a pier. It's a boardwalk. Or a bridge to nowhere.
