99% chance I can identify it, and tell you how to kill the stump.

So looking closer there's a 3-4" diameter stump about a foot from this thing, so I'm thinking maybe a tree here has previously been cut down and this thing sprouted up from its roots. We'll see if Tordon works...

Sorry, in an area with poor reception currently.
It’s a Chinese elm.
Cut the trunk at ground level and cover the stump with full strength roundup or Tordon RTU.
It will never come back and the stump will be gone in a couple of years.
