Printed on Oct 17, OSBI recieved on the 31st, several emails later, several of which were not responded to, and VM not returned, I get a hold of someone. Seems all the previous people who "checked" didn't. My application shows it was recieved and processing, but they have no idea where it is. Told me to call back midweek. Today was 99, so that would put me at day 105. I'm gonna call everyday now that i know someone's number. This is BS. I recommend a non-resident permit if possible. Most states are out a few weeks.

Why do we need an out of state license? We accept licenses from all states.

You answered your own question there. All licenses are accepted and it's quicker to get an out-of-state license (and cheaper as well) to go non-resident through Florida (or others) and you practically get the same states (minus Colorado and Wisconsin).

Again, why does OK need to produce an out of state license if we accept those from other states? If we had one, I don't think the state would be willing to issue residents a non-res permit.

I reviewed the SDA and could not find a definite place in the law that states this, but if you are a resident of Oklahoma, you may have to possess resident license to carry in Oklahoma. The reason for obtaining a non resident license is availability of carry in a state that does not recognize the Oklahoma permit.

The SDA addresses how the law applies to non-residents by stating in Section 1290.26 covering:

RECIPROCAL AGREEMENT AUTHORITY

The State of Oklahoma hereby recognizes any valid concealed or unconcealed carry weapons permit or license issued by another state. Any person entering this state in possession of a firearm authorized for concealed or unconcealed carry upon the authority and license of another state is authorized to continue to carry a concealed or unconcealed firearm and license in this state; provided the license from the other state remains valid.


That would seem to say you are entering Oklahoma from someplace else, not a resident of Oklahoma.


The law passed last session states that Oklahoma will accept any other states carry permit automatically without any agreement between the Secretaries of State of Oklahoma and the other states. I don't know which states will not reciprocate with Oklahoma and will reciprocate with some other state.

I would just be sure an Oklahoma resident is ok with a non resident license before I staked my carry rights on some assumption.

What I am saying, is that you could apply for a non-resident permit from another state, Utah, Penn, etc. Most of these states require you to have a permit in your home state to obtain. However, most will let you keep your non-resident, even if your home state permit expires, so lets say 5 years from now, yours is fixing to expire, instead of waiting 90+ days and paying 100-200 to OSBI, you could apply to another state for a non-resident permit for like 112(70+42 app fee) for a 7 year Florida permit,, and maintain it and carry in OK, then pay 102 every 7 years to renew, which is half the cost of Oklahoma's. New Hampshire has a 14 day turnaround. Several states run 2-4 week turnaround, with lower licensing costs then ours.

Actually there is a bill in the legislature presently to reduce the fee for a permit to $35. Let your reps know you want it to pass.
