Because Hell is socially acceptable. Even GD is acceptable on TV. To me it is the worst of all, but I hear it all the time on TV. I guess the writers put a space between the two words and it makes it ok cause neither one is that bad alone. The "F" word is not socially acceptable yet. You can't say what the hell and be a reblelion at the same time. You can throw the "F" word around and pretend like you are a BA rebel.

One day somebody will come up with a new cuss word that is really offensive to our generation. Wait no they won't they will take something from our child hood and turn it into an offensive abbomonation like they do the movies. Un-original bastards.
