I'm having a hard time understanding a reason for this.

Once I get the pistol Range set up so we can draw from holsters this will change. But I have no way to protect the other shooters if you have an accidental discharge coming out of the holster. So if it is open I have to treat it like it is a weapon you plan on using on the range so range rules apply. If it is concealed I don't know you have it and it posses no risk as long as it stays concealed. I am wanting to put dividers on the pistol range so we will have a safe place to draw.
