I’m relatively new to cats, and I heard it’s got something to do with raising nerve ending to increase pleasure. All I know for sure is all 4 of mine do it.
It’s a stimulation area. They like it for a bit but then can be overstimulated and bite you. Our Maine coon will let you scratch there for about 3 seconds then he flips over and bites.

Never liked cats myself always getting into stuff knocking stuff off or down and didn’t understand a dam thing I said
I'm with ya bro! No animal felines around my place in the country. Feral cats are the #1 predator of wild game when the folks that want to free willey dump them out where we live.
