One thing i am kinda confused about if this passes are you still going to need a CCL to " conceal " ?

We don't know exactly what will be the final version this year, but last year's was much like the TN law in that it required the license to carry a handgun either concealed or open. In TN, LEO simply ask to see your license if they need to verify legal carry and you're good to go.

Some KY LEO wish KY had the same law as TN since it simplifies checking and in KY it helps a lot if you are licensed. If you are carryig open in questionalble circumstances (like in a posted location) not having a license might result in being detained while they check for warrants, etc. KY has constitutional unlicensed open carry, but good manners and common sense cause most people to conceal in stores and crowded areas.

Open carry is not a theory with me, but a familiar practice, since I am originally from KY and still own property there. Although there may be a learning curve for some in OK to realize 2nd amendment rights should not be used to abuse 4th amendment private property rights, it will be to the good to get open carry decriminalized, and in the event there will be much less ado than the current anxious talk supposes.

I pretty much feel the same way as you do about my personal choice of how I carry. However I do not see how that has anything to do with an open carry law. Free people should be able to make that decision on their own and I will support anything that give them the right to make that choice. Giving others the right to choose will in no way hinder my ability to carry concealed if that is what I decide to do.

It's not about whether we agree with Open Carry and it's advantages and disadvantages.

It's about the RIGHT to carry, a right which the government has abridged. It's then about freedom of choice which right has also been abridged.

It's about reminding our elected officials that the people are ultimately in charge and not them. A principal that all too often your typical politician eventually forgets.

Those are the over riding truths that drive the need for OC to pass in Oklahoma.

I see OK2A currently supports HB1647 as open carry legislation. I sure hope that's a typo, because that means they give a preference to placing a burden on the citizen to articulate "reasonable fear of great bodily harm" over merely expanding the concealed weapons license to cover all handguns open or concealed. (This is assuming that the bills on their website are not in numerical order because they have a certain preference for one bill over another.)

I'm still waiting to find out which bill is the subject of the discharge petition.

My Representative, who is against Open Carry, told me today (e-mail) that he spoke with Sue Tibbs and she indicated the bill would come out of her committee by next week.

HA! She probably knows the discharge petition is gonna go thru. I doubt she changed her mind to let it out voluntarily after publically saying she wouldnt last week.

My email was specifically asking about HB1470. This is the one similar, perhaps identical to the one last year. It simply allows those who hold a permit to carry open or concealed.

I will ask about the other legislation.

HB1400 is the one that I would much rather see getting the discharge petition.

I emailed my rep asking if he knew. I don't expect a response back.

I sure miss Ryan McMullen.

I've heard that it is HB1647. I do not support that bill on open carry grounds.

If this is what OK2A is supporting as an "open carry" bill, then they just lost a lot of points with me as I was considering endorsing their open carry efforts.

UPDATE: YES, IT IS HB1647. Call your Reps and ask them to NOT sign the discharge petition on open carry grounds.

I'm confirming with Rep. Derby, but I'm pretty sure it's HB1470. Not sure where you are getting the fact that OK2A supports HB1647. In fact, if you read their article on their legislative agenda area, they come right out and say they support HB1400, which is the constitutional carry bill allowing open carry without a permit for those 18+. They list all the important legislation on their website, but I find nothing that they support HB1647 more than any other.

Kaye Beach. She is currently at the Capitol lobbying for the discharge petition for HB1647.
