Got to thinking it may not be a USPS matter, but a local Sheriffs matter.
Sheriff might help in Identifying the person.
You can also do a person lookup on the internet, Almost everyone's name will show a town residence, a landline phone # and next of kin even on some search sites, age ect.
I used to use reverse phone number lookups, to find people, while doing some Landman work, when trying to find Mineral owners at the Courthouse. I never failed in finding a person, on a Land Deed, or an heir, or if they were deceased or not. I sometimes thought about becoming a PI, just like Magnum. We have many similarities.

When you think you found a right person, send them a registered piece of mail, that requires a signature.
If they sign it is sometimes possible to know if you found the right person.

Try a search on yourself or someone you know for practice.

I am not sure how true this is, but I have heard if you get mail or items delivered to a home or apartment, you may have the right to live there based on acceptance of the products (it essentially proves they lived there.) No pushback? You may have a person show up with law enforcement saying they lived there and you kicked them out. Best keep saying they do not live there to Walmart, get law enforcement involved, any mail, write "not at this address."

Play on Phrases there, seemed brilliant to me at the time.

I have had experience with Phishing on a Bank Account, fortunately there fraud department caught it, and froze the account. They did get some electronics at walmart though, I didn't have to pay directly, because FDIC covered it along with Visa fraud department. We just pay for it in Bank fees.
Before Fraud Dept, Froze my account, a day or two before I seen a transaction on my Account for like a .27 cent debit, then a few hours later a .27 cent credit. Called the Bank they told me someone was phishing my account. Like the next day Fraud informed me they had frozen my account. Informed me I would get a new bank card in about 7-10 working days. That there was a purchase in Houston, Tx. was it me. No I said, that I am in Idaho, Have not been to Houston in a month. Last I heard of it.

I don't think it's that easy. In the first place, you'd have to have the mail. This person doesn't. It's all been given back to the PO or destroyed. I've also double checked with the PO that our names are the only names to receive mail here. They are. We shouldn't get any more mail.

Even then, it may help to establish proof of residency if you're trying to get certain types of accounts set up...but it in no way proves you live there in terms of real evidence to a court.

When I was a cop if someone came to me saying they got kicked out of "their house" by the legitimate residents, I'm thinking it would be pretty easy to prove they were full of s**t. And it would be a civil matter anyway...not criminal.

I'm as cautious as the next guy about protecting what's mine. I honestly don't think there's anything nefarious going on here. Just weird. We haven't had any more deliveries so I'm thinking this has run it's course.

I mostly just found it odd that Walmart wasn't interested in getting the product back. That just means they'll take a loss on it when the person who ordered it doesn't get it and gets a refund or a replacement. It's part of why prices are as high as they are. They just flat-out refused to take the items back. Amazing.

That is precisely why I said "I do not know how true this is." However who watches their mailbox every minute, a quick drive by and mail is easily stolen. The 'scammer" still may have some mail in their possession. Your answer is however much more complete so hats off to you! Thank you for a more complete and well thought out response.

Well, if "Informed Delivery" is to be trusted, I've never seen an image of any letter-type mail addressed to this person. But, who knows? I'm hoping it's resolved itself.
