If it is their park and their rules, then I'll happily CCW, and if I get caught, I'll accept the ramifications. I won't open carry though, if it is private property.

If the property is owned by the water trust...then the question to me is; is that trust a public function?

According to their documents, the sole beneficiary of the trust is the City of Oklahoma City, OKC officials sit on the board, and the trust is listed as a subordinate unit on the the city's organizational chart. To me that means it's a public entity an therefore the park, if owned by the "trust", is public property.

But that's just my opinion, I have no idea what the legal eagles say.

slippery issue. possible it is leased and ran by a non-profit if it is then it is still up to the lessee to designate the rules. but id call the city councilor asking them to investigate. on top of that call the city atty and ask them for an opinion.
