I can't find the statute that states how fast you have to go to be considered reckless driving right now, so I will check my statute book tomorow

It's because there isn't at the state level. There also isn't Administrative Code, caselaw, or an AG opinion establishing a hard line that I could find. It is local ordinance, department policy, and/or officer discretion.
