sounds like a (upper-lower) middle class persons persecutive of lower class life.
While that would be sweet, the rioting by the hood rats, ghetto goblins and other members of the FSA would be historic.
Does that mean no free phones ? if so that ruins my whole plans for getting on welfare I mean what else could you want: steak free housing, free phones, tv that takes the whole wall to mount.
Try making them live in college dorms (traditional that is) I bet even that would make them want to get off of it. considering that I live in one it is not fun 12 x 15 room with 2 people in it bathroom down the hall no kitchen no running water other than in the bathroom that is shared with 30+ people, pay for what you break and if no one will own up to it everyone gets charged the whole price

Yup. Not only that, all of those restrictions will only hurt people who already don't break those rules. The others will find ways to break the rules and not get caught.
