What about Rifle stuff? Hunting, AR, SKS, AK, Bolt guns and such? Who would I go to to talk to someone about making a rifle more accurate or reliable or to fix a problem?

I've seen bolts jeweled, triggers and hammers jeweled but a barrel? Thats just pimping it out.

Any gunsmith can do that for you.
