Should the feds decide if a state is winner-take-all or by district (like Nebraska and maybe a couple of others)?

Right now, it is an accurate representation of the makeup of Congress.

It can't change without a constitutional amendment. The EC was set up in the original drafting of the constitution. The Feds don't decide how the states offer up their EC votes, each state does.

In fact, I think that each State needs to extend the principle to their own borders.

Fox makes a point that I was wondering that in Ohio there is 75% of the Ohio vote in and a increasingly smaller margin... this might have been called too early.
It kind of looks like broncobama could lose Ohio at this point and still win the election.
