Has anyone actually seen the text of the bill and know any details?

Basically all they did was change the existing law to include open carry everywhere concealed carry is lawful.
You'll still have to go through the same permitting process you do now.
You'll just receive a handgun carry permit instead of a concealed carry permit.

This is the first I'm reading of this. I thought the concealed permit would now include open carry. Unless you are just talking about changing the title on the license?

The language "concealed" is deleted from the phrase "concealed handgun license" in the amendment. I suppose the new permits will be called handgun licenses.

The amendment defines "unconcealed handgun"

SECTION 20. AMENDATORY 21 O.S. 2001, Section 1290.2, is amended to read as follows: . . . [omitted text]

2. “Unconcealed handgun” means a loaded or unloaded pistol carried upon the person in a belt holster that is wholly or partially visible, or carried upon the person in a scabbard or case designed for carrying firearms that is wholly or partially visible; . . .
