The problem with the notion that citizen-welfare is rampant is that it takes away from the fact that Corporate welfare is rampant and true free-market capitalism has been dying for some time now.
Keep in mind that ghetto welfare recipients don't have lobbyists in their pockets like huge corporations do. Local governments even in Oklahoma routinely give out land and tax-free status to places like Wal-Mart and Home-Depot.
