And if it doesn't pass the house committee, is it not dead? I would say that makes the votes pretty important. The reasoning behind the votes matters very little.
Yes, it's a very complex process with a LOT of smoke and mirrors. I look at it as a chess game between the 2 parties and committees.Only the bill number would be dead. A bill can be completely stricken and rewritten on the floor.
