It's a number that has been steadily rising for decades. You may notice a large jump from 2008 to 2009. That would be a direct result of the savaged economy that Bush the Younger left in his wake. But, it's all Obama's fault!
So the 2000's have been horrible. 16% rise in the 25 years prior to the 2000s, then a 36% rise in the 16 years since.

Questioning the right to kill a U.S. citizen that is waging war against the U.S. is a new low, even for you. Unless you want to argue that you have no right to kill a home intruder or the cops have no right to kill an escaping violent criminal (in both cases, there would be no due process) you have no ground to stand on. The president always has the right, and duty, to kill anyone, including a U.S. citizen, that poses "an imminent threat of violent attack against the United States".
That's in part due to the large number of "Baby Boomers" born after WWII that started to retire in the 2000's.
