has the medical records language always been in the self defense act?

So what is the difference between HB3354 and HB1414 which I thought was the original open carry bill? Is 3354 the modified version? Both of their descriptions are different on that link that was just posted.

SA = Senate Amendments.
I havn't looked up HB1414 so I dont know what that bill relates or was related to. The bill we all are watching (open carry) is HB 3354 as amended by the Senate. The House now has it and will consider the Senate amendments. If they approve them the bill goes to the Gov.
