You're pretty well on point for the most part --- most people are going to have a relatively static IP from their internet provider. Long story short cutting out technical fuzz, but all devices in your house on your internet pipe are going to have that. Whether it changes or not, the ISP should have a record of what IP was assigned where at any given time. This is why it's also a good idea to secure your Wifi for instance. If someone came and downloaded naughty kiddie stuff or torrents, or was using the internet for insurrection or something and they were on your Wifi, you'll certainly get the first look from the federales.

The address will change more often on a cell phone, or cell phone hot spot, but there's still logging. Really the only way to work around that is through a VPN connection for the surface web. EVEN THEN not all VPN's are created equal. Some still keep some kind of logs that could be provided to the feds although they advertise that's for exceptional purposes. It pays to research how a VPN company does business.

The Dark Web is really the only totally anonymous place because of it's design and access, although there's still a lot of suspicion that if the NSA or someone really wanted they could track you through it. But that's totally a different discussion that doesn't really relate here much.
We agree again. A paid VPN is a necessity for most. I'm an admin on another forum and can access the IP addresses of spammers to see where they are posting from mostly, but if using a VPN, I can host my IP from Pakistan so someone does not know where I'm posting from.
Doing that though brings up a big red flag that that person doesn't belong on that forum and gets the ban hammer with other mitigating circumstances so that's the downfall of VPN's.
The solution is to just STFU about your radical tendencies on OSA and post opinions without personal insults. Snail mail is now the most secure communication but it takes time unless your crypto.
The NSA and CIA are deeper than most think into the dark web but it's never and will not be discussed.
Edit: Spammers latest technique is to post a half dozen good posts, then a day later or so go edit the post and insert spam for those that haven't read the current thread.

@TerryMiller, Warning points are like demerits; you get them for violation of the site's rules. Example: Tommy45 calls JoeBob37 an ignorant ugly, idiot because JoeBob37 won't agree with him.

First Offense: Probably just get a Reminder - no points, just a reminder that that type of conduct is against the rules.

Then Tommy45 calls another member, Donk211, a blithering, stupid, fatherless fool, because Donk211 likes Glocks over the 1911.

Second Offense: Now Tommy45 gets a Warning. That means he is given negative points, usually just 1 to start.

Third Offense: It appears that Tommy45 is a slow learner as he insists on being rude and calls other members foul names at every chance. He might get 2 points this time, and then the cycle continues until suddenly, the software gives a 1- 3 day ban for his bad behavior. When he comes back, he is boiling with anger and calls every body all kinds of bad names and uses racist terms and derogatory language about another member's mother. Points pile up: When he hits a certain number in a certain period of time, the software that runs the joint will put a strike through on his user name and he will be outta here on a permanent basis.
