No need for congressional approval.
I honestly think the congress should make police actions illegal by law unless approved by a 2/3 majority of congress, but that is a pipe dream and will never happen.
The weapons manufacturing community funnels too many perks to congressional members for that to ever come to a vote.
All I am saying is that since Congress never passed a declaration of war, they are holding themselves immune from any liability, and as pointed out, such calls for treason are not implicated without that declaration of war.

I am on board with making these "police actions" illegal. If one is to go to war, make it official. These proxy skirmishes are actually wars. We were fully involved in Vietnam and Korea with troops and material. If those were not wars, I think the definition of war has been altered, That said, it is what it is regardless of the moniker.

And another couple of things: The bastardization of the word "war" has been further confounded and diminished in its meaning by the so-called war on poverty and the war on terrorism. The words poverty and terrorism are not nations or a people. If it can't be fought with arms, it is not a war.
