I don't like HB1936 as written due to the section where a resident of Oklahoma who applies for and receives a license from another state can be fined $1000. As long as that stays in, I discourage the passage of this bill.

There was a committee substitute for the bill that removed this provision and even allows OK to begin issuing non-resident permits.

It was pointed out in the committee meeting that moving to a NICS system may cost OK some reciprocity with some other states. For example, NE grants reciprocity as long as a finger print check is done on the person applying for a carry license.

Anything that gets in the way of maximum reciprocity needs to be struck. Substitute language that restores the carry license as a NICS bypass when purchasing firearms, a la Texas, would be the preferred way to go, IMO.
