I think the NAICS of the shipper makes it subject to audit. I've worked for mfgrs that seemed to have 2 or 3 random shipments delayed every year because it might have been 'hazardous material'. It was DOT that checked, not ATF or CIA or NSA.

Not at all sure who is checking the OPs stuff, but there's a great chance it's a random thing.

I don't see what the big deal is. Try flying a commercial airline, the TSA will search your "package" there too, sometimes more than once.
