$1000 is enough budget to let you have some choice and get decent quality, but even a cheap PSA upper will last a long time at 50 rounds a month
For $1000 he could get a Sabre line AR-15 and get a good one. I just think he will be happier with a larger caliber, for its intended use.

It’s a little more than your budget, but a Ruger Mini 30 would be a good fit for this. Comes with decent sights and shoots a 7.62x39 which would be good enough for hogs. This would work out of the box no need for tuning, trying to figure out which upper etc or buying iron sights. You can always buy a red dot or scope later.

If you want to stick with an American cartridge the mini 14 also comes in 300bo which would be an option too. Both cost right around $1000 before taxes etc.

I would recommend an AR-10 but in order to get a reliable one they are usually over $1000.

It is finally time for me to jump into the scary black gun market and get me an AR. I can tell you anything you want to know about shotguns, ARs not so much.

Any thoughts on the Ruger? I do not want a scope, maybe a red dot at some point but iron sites work for me.

Any feedback would be appreciated.
Look up Bear Creek Arsenal on line. They are entry level but very good rifles. Lowest prices you'll find with lifetime warranty. Watch out, they have right and left side charging as well as standard rear charging - you want rear charging. They have .223 Wylde, 223 Rem, and 5.56. In this brand I have found the most accurate from them to be the 5.56 with 1:7 twist. They have 1:8 and 1:9 twist - don't do it, the 1:7 twist from them gives me right at 1 MOA on several guns I've purchased from them. You don't need chrome lined with that bit of shooting. This would be my recommendation. 16 inch, M4 profile rifle, black nitride barrel, 5.56 1:7 twist, MLOK handguard, $379.95 with lifetime warranty. You'll have to get you some backup iron sights, usually a good set is around $100. You'll love it and it won't brake any bank.

Good questions. Here are my answers and other thoughts:

Budget? - Not set, probably around $1000 max. I doubt the wifey will let me go over that amount.

Amount of shooting? - After it is tuned, likely 50 rounds a month.

Caliber? - I don't care, as long as ammo is somewhat easy to find for it.

Stock? - Don't care, likely fixed.

Standard handguard or a rail of some sort? -I do not know what this means. However, I do not need anything fancy. I am not a baroque person and do not need a lot of bells and whistles.

Light or heavy barrel? - No preference.

Intended purpose? - These stupid things keep showing up and have over the last few months. More and more babies keep getting born and my Mossberg 940 isn't solving my concerns. Only other option I have is bolt rifles and a Henry 9mm ranch gun:


A trap would be a better choice. Build a figure 6 trap.
