Logically, that does not follow. The fact that the paper's author decided to include it does not mean that it was ever actually given as advice, let alone that it was commonly given as advice. The fact that the idiot politicrit who spoke the line was thoroughly castigated and lost his race is better evidence that it wasn't common advice. When you combine that with the difficulty of finding references to it as advice...And if it was not common advice it would not need debunking.
