Logically, that does not follow. The fact that the paper's author decided to include it does not mean that it was ever actually given as advice, let alone that it was commonly given as advice. The fact that the idiot politicrit who spoke the line was thoroughly castigated and lost his race is better evidence that it wasn't common advice. Finding references to it as advice is not the problem, finding references that are not all political spin about the latest fool to say it is, but note the date on the paper I linked, it is three years before what's his name said it.
