New Amendment was up on LSB April 4th. From what I can read, it changes all instances of "concealed" to "concealed or unconcealed" and "concealed handgun license" to "handgun license". So, it looks like it's to be Open carry by permit.

Then click on Amendments...there's a Committee Amendment on there, which I assume means simply proposed by the committee..

EDIT: nm, looks like there's more current info in the main Open Carry thread.

Yep. Killed in House Public Safety Committee.
