Wow, that's nuts! I hunt a small plot of land in Pott County and would rely on my harness to keep me in the tree if that fella walked up to my feeder. lol
You can always try and get special permission if it stays around. Elk are great eating.
They only problem I've had with this feeder is when its empty the raccoons & squirrels will chew through the bottom looking for more corn.

They make cages to go around the mechanical part of it, or you can rig of some chicken wire. Grease on the legs helps too!
