That is awesome. I would love to see an elk in one of my trail cameras. Heck I would find a way to feed him anything he desired to keep him there.
I went on a cow elk hunt back in 2004 and the most awesome sounds I have heard are in the morning with low clouds in the mountains hearing bulls a bugling.

So can they be hunted legally there? Maybe it is a farm elk that has escaped?

Yes, but they draw tags (at least they do for Ft. Sill anyway) I know there's plenty of people that hunt elk around the state, where populations allow. I've only hunted on Ft. Sill for the buglers. I'm not sure how the state runs it off base though, but I've heard it takes seriously deep pockets, but that's just hearsay
