HB2522 passed out of the Senate Public Safety Committee this morning.............BUT......Sen. Russell inserted language that makes it an unliscened open carry bill. Of course that is what everyone wants, BUT, that language is going to have a tough road being passed. The limited time left in this years session is going to be a huge issue now as there are several things that must happen now before this can go to Fallin.

The two week deadline was to get out of committee. It is out of committee so that deadline no longer applies. Steve Russell is a very sharp guy and VERY pro gun. Im going to give him the benefit of the doubt and trust he knows what he is doing here.
Can the new language still be taken out by the Senate, before the final vote?
In my opinion, with the new Senate language inserted... 'open carry' is D.O.A.. stick a fork in it, it is done!
As hard as it was to get enough people on board [given the number of legislators who give so much weight to the crying & moaning of left leaning LEO's and anti-gun people] permitless 'open carry' will never pass with only needing a training cetificate from the NRA or CLEET. A NRA or C.L.E.E.T. Certificate is just that a 'certificate of training'.... not a permit,
Most legislators want the background checks and the strict regulations required for concealed carry to apply to open carry too.
Also, most members the legislature wants the revenue coming in from SDA pemit sales!
If Russel was really pro-gun and had a lick of common sense, he would have gone for a virtual sure thing with the open carry by permit.. then when it proved itself in a few years... introduced a bill to make it permitless.
