Those same folks you want to get laid off are still the ones who have to do your permit for those states who don't yet have constitutional carry, and require you to have a permit while in their state.

Is there any site or reference that's summarized the specific changes? I glossed over the PDF and honestly got lost in the specifics.

"HB 3098 removes all administrative penalties and references in other (non SDA) statutes concerning the Oklahoma Self-Defense Act. The measure allows any person to lawfully carry a firearm in this state when carried in a holster or scabbard, case or with a sling designed for carrying firearms that is wholly or partially visible and the person is twenty-one years of age or older. Persons choosing to obtain a Self-Defense Act license may do so in order to have reciprocity in other states when travelling outside Oklahoma."

Much clearer now. So, which politician(s) will stab the whole bill in the back to gain favor on something that he or she wants? And do it in such a way to maintain their NRA "A" rating.

If I'm reading this right, it's bass ackwards. Open carry requires no permit, but presumably concealed carry does? So if it's cold or rainy outside (like today) and you're Constitutionally/open carrying OWB, but then put on a jacket that covers your gun, did you violate the law?
