If I'm reading this right, it's bass ackwards. Open carry requires no permit, but presumably concealed carry does? So if it's cold or rainy outside (like today) and you're Constitutionally/open carrying OWB, but then put on a jacket that covers your gun, did you violate the law?
Concealed carry was stricken from the law when open carry was born. So your reading more into this than exists. Forget concealed carry all together.

No, concealed and unconcealed are still defined in the SDA, the verbiage of the bill quotes the unconcealed definition verbatim. Without looking at the rest of the bill, that quote does make it look like it only applies to unconcealed, much like New Mexico's.
