Help! What do I have?

I have a vintage locking blade knife with a scrimshaw ship and island on one side, and ST THOMAS VI on the other. The blade is marked "Admiral", National Blade New Jersey/ USA and Surgical Steel Japan. I found this when my Grandpa past away and I had to go through his belongings. I just want to find out if I have a cheap novelty knife or a nice piece of art.

Made by Parker in the early 1980's
Knife made in Japan
Scrimshaw work done in New Jersey

Only value I could find for was in the $20 range and many use them as an edc.

Past that, I couldn't find much information
