I signed the waiver when I moved into the Dorms at OSU. I also had to pay some $30 or so "risk fee" because I could apparently spread pandemic all over campus.

They didn't advertise it. They finally forced me to sign it because I showed up on moving day with boxes requesting my key, and never provided them shot records. They had no other choice as they couldn't deny me a room, so the produced this obscure form.

Theoretically speaking, wouldn't the people NOT getting the shots be more at risk from the people getting the dead / or live viruses injected in them??

In addition, wouldnt the people being immunized be safe from the infectious non-vaccinated peeps? I mean, what the hell are the vaccines good for then?

Well, they're only good when a population gets them en masse to halt the spread of a virus, and make it effectively obsolete as it has no human hosts. The effectiveness fails when people become lax on receiving them, and a segment of the population not vaccinated becomes hosts. Think about whooping cough, polio, small pox. Some have had a resurgence because skipping vaccinations has been en vogue somewhat recently.
