The only way for this to work is for the state to track you.
That’s not the only way for it to work. By far the simplest way to do it would be to turn in an odometer reading when you renew your tag, then you file an affidavit for any miles you traveled outside of the state.

I’m not in favor of more taxes, not by a long shot, but building and maintaining the roadways is a legitimate function of government, and it costs money to do that.

1/3 of my miles are outside of ok, that's taxation without representation. Also now you have a tax return to file at the tag agency assuming they do it your way. What if they believe the affidavit to be false? Nah, no one ever lies and the gov't always trusts what you tell them. Do you want to keep a log of your travels? I certainly don't. Once a tax has been created do you ever see them go down? Rarely. This at a minimum is an infringement of one's right to travel freely. Disgusting and I have had enough of higher taxes, and I will work to stop it when it comes to a vote. There is many better ways to raise taxes for better roads, a mileage tax isn't one of them.
