Since Senator Russell doesn't post here, here is his post from AR15.com OKHTF.

I successfully gutted the House version today that tied our 2A right to bear arms to CCL permits. I amended the entire bill with my last year's version that the House author killed last year after we passed it in the senate. Now the bill is completely different and looks like what it should have if they had let us run the right bill to begin with this year. The House author's CCL version is now dead. I guess that makes us even. There is one that passed out of the senate that is over in the house but it will come back to us.

So what does this all mean? First, don't ever quit. Second, both bills will likely go to conference and we will work to get the best possible language to the Governor in a single bill.

The version that passed the house and came to us in the senate is now the following:

21 Yrs of age
Holster or scabbard
Safety Course with certification in Open Carry Laws & Safe Handling & Use of Firearms taught by NRA or CLEET certified instructor.
Card issued if pass the course (Think Hunter's Safety). Card is good for open carry.
No state fees or state officials (Let the free market take care of it. I am helping create jobs)
Instructors will keep cards on file like Hunter's Safety


We will also add the following language:
Officer first response on if you are carrying for CCL and the same language from the old version on ammunition.

That is the latest.

Now, urge senators to vote YES for Sen. Treat's amended version of HB2522. Steve

If he is so high on 2A rights, why not just pass open carry with out strings? Guess its not that big of a deal. Just will have to kill an afternoon and how ever many $$$ the instructor feels like charging. IF it actually passes.

You would only need a different training if you wanted to open carry, not for concealed carry. The idea is to decouple the two so the law can be clearer. What you are saying is you prefer the prior bill and only those who can afford the CCL could open carry. Part of Russells reasoning was to make it available to more people by making it cheaper.

I do not agree that someone needs a background check to exercise their right.

I do not understand the comment "Decouple the law." Carrying a gun is carrying a gun, making a decision to shoot is making a decision to shoot, concealed or open is not a factor. I want to CC carry or let it show with out possible harassment. Either way, you make its shooting decisions, whether it is visible to others or not is a moot point, you are responsible and in charge of the trigger. As far as fees, when have politicians ever been concerned about any user fees for anything? Is boasting trying to reduce the fee worth trashing this bill? The fee can be reduced next year. What a crock of reasons to sabotage this bill.

I guess I am not smart enough to be a politician, but as I see it, HB2522 was only 2 steps away being law, a vote of the full Senate floor (Which was most likely a shoe in,) and a signature by our Governor who ran on a platform that if a bill like this was presented on her desk, she would sign it. It should have been a done deal. We could work on other parts or fees next year.

Now with this "we cant pass this without an amendment attitude", the process literally starts over again at zero. With all the time that was taken up with our legislature deciding whether a liquor store may legally sell cork screws to go with the wine they sell or not, there is precious little time left. Soon these dedicated Officials of the Oklahoma Legislature will need to take a much needed vacation to collect their thoughts for the upcoming elections and stressful decisions they will have to make next year to protect us all from voting against them.

As I see it this bill would have provided us with many wanted/needed changes. Not all we wanted/needed, but much better than we have had to live with. Now we are betting it all with an amendment and rolling the dice, most likely getting nothing but "sorry, too late this year, elect me again and I will try again next year."

Do you really think he is not smart enough to see what this amendment would do to destroy the passage of this bill? He along with everyone else that did not stand up in protest just lost my future vote. A new batch of people might not be any better, but at least will understand that we are here and we have a vote, BS us and you are out.

First, the training certificate is not a license, although you could view it as such.

The class covers the law a bit, and all you have to do is squeeze the trigger with the muzzle in a fairly safe direction.

What score on, say, a B-12 target does the Second Amendment prescribe to exercise the right?
