Other than stupidity, what characteristics would I have to exhibit to be considered for elected state office?

The ability to lie well, willingness to sell out your own and not take an oath too seriously.

Are they really stupid? They "work" a part time job with better benefits than many get full time. Anybody here living better than their public serpents?

Honestly would like to hear the audio (or see video) of this committee in action. Take a bill brought over from the House, which has passed with an overwhelming show of support from the general House membership and essentially say, "You know what, guys? We don't like this bill, and we don't want to refuse to let it be heard, because that would make us all look like we're just complete a-holes. So here's what we do... we strike every single word from the bill, and replace it with the wording of a bill we passed last week, and send it back to them. See how they like them apples."

And the rest of the committee votes in favor of this strategy.



Seriously?

Even more than R. vs. D., this seems more like Union vs. Jenks or some other high school bull***t.

What a colossal bunch of douches.

Ok, someone explain to me how a committee can gut a bill that has already been voted on and passed? How does a committee have that much power?

As far as I can tell the only reason "committees" exist is to circumvent the proper judicial process. You have two houses made up of (nominally) the people's representatives(i said nominally!) which is supposed to give legislation a fair chance to be voted on the way the people want it(again, in theory only). And then you have these bottlenecks between the houses where a bill can be entirely shut down by a single committee head. I don't see any other need for them to exist than to shortcut our wishes.

The idea of the committee process is so the entire chamber doesn't have to review every bill. The committee is supposed to fix up any bills it gets and bring to the full floor the best ideas they can come from. In this case, the senate pub safety committee thought the house bill could be done better so they fixed it up with their committee sub to take to the floor. The theory is so that it can go to a conference committee and be worked out there the taken back to both chambers for final vote. With luck, when it gets to the conference committee they will restore the original language and both houses will pass it.

This was the bill that passed in the senate last year, this year it didn't even get a committee hearing.
