HB2522: Open Carry

Other than Mr. Russell, does any one have a list of the other members of this committee that voted with him to destroy HR2522? I would like them on the black list also, it is as much their fault for this change he proposed passing as for him to propose it.

The idea is that when you are open carry, everyone can see and knows you are carrying. Your intentions are "known". If you are concealed, then your intentions are "not known". It's more about the approval process than the whys and wherefore. If you want to OC then no background check would be required. If you want to CC then the background check would be required.

I guess I still do not understand.
If I am a good guy and OC, I make my intentions known that I will protect my self for sure.
If I am a good guy and CC, no one knows whether I might be able to protect my self for sure or not, but my intentions are the same, except I am the only one who knows.
If I am a bad guy and OC, I am not making my intentions clear that I am a bad guy, I just look like a good guy, I am the only one who knows I am not.
If I am a bad guy and CC (legal or not) I am not making my intentions clear that I am a bad guy and I am the only one who knows that.

"We need to kill bill HR2522 so that our intentions are known when we CC?" To who, and how, and more so, why?

While I agree with you, I think you guys are giving him too much credit. Russell appears to be a doosh and any reasons he gave for his dooshbaggery are just lip service.

If I remember correctly, everyone voted in favor of the committee sub. I wrote down the vote but it is on my desk at work. I'll update this after I get that list.

The idea is that a law abiding citizen who makes their intent know by open carry doesn't need a background check, but if you want to conceal then you should have one.

You also make the assumption that the bad guy will open carry, this is not the case. Bad guys conceal until the last possible minute because they want the surprise factor whey they suddenly have a gun in your face. Research has proved this to be the case, bad guys don't open carry.

I just feel that "although I know my intentions are always good, it doesnt matter what anyone else thinks they ate or not. Its my privacy. The manner in which I carry should never be an indicater of ones intentions. Its just another invasion of privacy.
