Ive had two exchanges with Oklahomans this week that were very telling. A gun shop owner and a college age kid running a cash register.

The late middle aged gunshop lady... in a nut shell the thinks most folks with a SDA card should not have them because they simply are not qualified to carry a gun. Her logic expanded to Open carry on the same argument. She cited many of her SDA customers have walked into the shop and laid loaded guns on the counter...therefore- we are not smart enough to carry open in Oklahoma. I asked her if everybody she SOLD guns to was a permit holder (no answer) and then stated I did not understand how she could justify selling a gun to folks as stupid and unqualified her general buyers are. She didnt have a answer for that.

We were getting ID pictures for my wife's SDA application. When the kid found out why...he says, "yea... they passed a law that everyone can carry a gun openly... blood in the streets, end of the world as we know it yada yada yada".

I told him that I was wearing a gun. I said, think this through, if my shirt tail is all that comes between this gun and total anarchy...we have some serious problems" The light came on.

Educated your neigbors... we may all be "conservatives" in this state... but the average person is not aware of the law. Workmans comp, employment rights, gun laws... it's all Consitutional and collectivly "we don't get it" here.

Yes really. I'm not talking about responsible gun owners, I'm talking about the general population. DPS won't currently support constitutional carry. Since they won't support it, there is almost zero chance of it passing. Going in small increments is the way to go.
I'm 100% for constitutional carry, but this is very true.

Isn't the next step a conference between the House & the senate, where the 2 bills will be negotiated or hammered out to create a final bill that would be acceptable to both?
In which case, the outcome maybe the more restrictive house bill which would pass both the house and the senate?

maybe we should make our feelings known to members of this conference committee that after coming this far, we NEED some OC bill passed, otherwise there will be a distinct low turnout amongst the more 2A friendly members of their constituents, not to mention active contributions towards their opponents!
Does anyone know who the members of this conference committee will be, from both the house and the senate?

This is the ideal outcome, however a conference committee must be requested. At this time, no one has requested a conference committee that I am aware of.

I was at the meeting just because I wanted to hear what they did with HB2522 on my own. Had it been broadcast, I would have listened to it on the internet.

I agree that this was a bad idea and should not have been done. Do I think constitutional carry is a good thing, yes. Do I think Oklahomans are ready for constitutional carry, no.

I am not trying to defend him or any of those who voted for it. People wanted to know why he did this and I explained his reasons. Some people still didn't get his reasons so I tried to explain further, I am by no means defending his actions on this bill. I can see his side to the argument even though I don't agree with it so why should I not try and explain his position to people?

The only thing I'm sorry about is that others on the committee didn't stand up against him and leave HB2522 the way it was. I have never apologized for any of them.

If this was filled with good intentions, it would seem Mr. Russell and the committee do not know how the legislative system works and the time constraints they are on. They need to do some research of past legislation issues. If they did they would not have sabotaged this bill but let it pass and then presented another bill to modify it afterwords. May be he should look at a book called "Negotiations 101" since he seems to not pay attention to how our Legislature works. It took me less than a week to go from basically no knowledge of the legislative system to being able to easily read between the lines of what has happened here. These people do not have their constituents at heart, so they lie about what they support.

Thanks hrdware. I for one appreciate someone who was actually there giving us the facts without all the hyperbole, inlcuding a well thought-out explanation. I've talked to Steve Russell enough to know he is one of the good guys, and although I think he made a huge naive mistake on this bill, he is still one of the good guys. Not all politicians lie about what they support just to stab their constituents in the back.

With time running out, why is there a need to stop SB 1733 ? It is a basic bill but we have start somewhere. I just have problems with people like Senator Russell that want to put things in a bill at the last minute and think it will pass, what a bunch of crap that is. News 9 had a story on this morning , with someone from the OSBI that was saying HB 2522 was a bad deal , I know they are only worried about any lost revenue they might lose.
Committees have a lot of power and when someone changes things in a bill that we like it can be good the other side it can also kill a bill. I hope SB 1733 can go all the way ,but if the talk is already to stop it and somehow merge the 2 and make 1 so called better bill. I don't think its going to happen, at least not in this session.

SB1733 would need 2 amendments before it would be good. It would need the state preemption clause where one could not be cited with a disturbing the peace style violation simply for open carry and it would need the ability for LEO to demand a permit just because. Without the second people would have the fear unlicensed people would carry, and without the first cities could essentially ban open carry by issuing citations for other thing.

No going to be voted on this year. Off the record, the secretary will post it for one of the final items for last day vote but it will never make it to be voted on.
